A.★如果投標人為中國境內注冊公司，投標人需具有合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照，投標時需提供原件掃描件（原件備查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投標人為中國境外注冊公司，需提供有效的公司登記注冊證明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投標人為分公司的，需具有合法有效的營業執照（境內注冊）/公司登記注冊證明（境外注冊）和上級法人單位授權書（授權該分公司投標和簽訂合同），投標時需提供原件掃描件（原件備查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). When submitting the bid, the branch shall provide scanned copies of the original documents (with the originals kept available for verification).★招標人認可該分公司和上級法人單位的資質、資格和業績，不認可同一上級法人單位的其它分公司的資質、資格和業績。分公司與上級法人單位只可一家參與投標，同時參與投標的，投標均無效。The qualifications, eligibility and performance of the branch and its superior legal entity shall be recognized by the Procuring Entity(Company/Purchaser), while the qualifications, eligibility and performance of other branches under the same superior legal entity shall not be recognized. only one of the branch and its superior legal entity may participate in the bid; if both participate in the bid, all their bids shall be regarded as invalid bids.B.★不接受代理Bid by an agent is not acceptable投標人應為所投貨物的制造商。不接受代理商投標。The Bidder shall be the manufacturer of the Goods being offered. No.F.★證書：交貨時提供 ABS 或 DNV 或 BV 或 CCS 之一出具的臍帶纜及 UTA產品COC 證書，和隨產品證書的質量控制相關記錄文件。Certification: the umbilical and UTA, with applicable certifications from ABS or DNV or BV or CCS, will be delivered along with the Product Certificate of Conformity (COC) and relevant quality control records.業績要求Requirement for Bidder's Past Performance★:2015年1月1日至投標截止日（以合同簽署時間為準），投標人應具有至少1個合同的臍帶纜產品的供貨業績（供貨業績的制造商必須是投標人），且均滿足臍帶纜液壓鋼管內徑≥1"，電力電纜電壓等級≥6kV的技術要求。Subject to the contract signing date, the bidder shall have at least 1 contract evidencing its supply performance records of umbilical cables products from January 1, 2015 to the bid close date, and the manufacturer of the supplied products must be the bidder itself. All the products shall meet the technical requirements ： the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV.投標人須按規定格式提交業績表，并提交相關業績證明文件。業績證明文件包括：1）合同；2）用戶簽字或蓋章的到貨驗收材料（到貨驗收單或調試驗收報告或其它可以證明合同項下貨物已經到貨驗收的有效證明材料）。The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents.The performance certification documents include: 1) Contracts; 2) Goods arrival acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the contract have passed the arrival acceptance).投標人所提交的業績證明文件必須至少體現以下內容：合同簽署時間、合同簽署頁（國內貿易合同應有雙方蓋章，國際貿易合同應有雙方簽字或蓋章）、貨物名稱、液壓鋼管內徑≥1"，電力電纜電壓等級≥6kV的技術要求、用戶簽字或蓋章的到貨驗收材料。The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods; the technical requirements：the inner diameter of the hydraulic steel tube within the umbilical cable must be ≥ 1 inch, and the voltage rating of the power cables must be ≥ 6 kV; and the goods arrival acceptance signed or stamped by the client.若業績合同為無固定總價協議，除提供協議外，還應提供相應的訂單及與訂單對應的到貨驗收材料，訂單內容或編號應與協議相關聯。同一個協議下，提供1個或以上的訂單及與訂單對應的到貨驗收材料，均算為1個業績。If the performance contract is an agreement without a fixed lump-sum price, in addition to submitting the agreement itself, the bidder shall also provide th
